Market Framing: Classify the Product Before Naming the KC Route
South Korea’s KC product-safety system does not place every product called a “power bank” into one universal conformity category. The applicable route depends on the legal product item, whether the cell or battery pack is separately regulated, the finished product and supplied accessories, and the current safety-management schedules.
This guide follows the Reachinno RK-14 decision framework: define the product, identify the Korean market route, then map the requirements and evidence that apply to that exact configuration.

Do not assume that every Korean-market power bank requires the same “KC Safety Certification” route. First confirm how the finished power bank, its battery pack or cells, and any bundled charger are classified under the applicable Korean product-safety rules. Safety Korea records for named power-bank models show examples listed as the product item “battery” under the “Safety Confirmation electrical appliance” category. These model records are useful evidence of an applicable route, but they do not establish the classification of every design or accessory.
KC 62133-2 is a technical safety standard, not a conformity category or certificate by itself. The applicable category determines the required assessment, reporting, marking and evidence route.
RK-14 decision rule: classify the exact product and battery first; select the conformity route second; then confirm the standard, evidence and marking for that route.

Product Classification: Battery, Pack, Finished Product and Accessories
Prepare a configuration sheet before requesting a Korean route assessment. Identify the cell chemistry and model, pack configuration, rated Wh, whether the battery is removable or built in, the power bank’s input/output and charging architecture, wireless or radio functions, and every item supplied in the retail package.
Assess each legally relevant item separately. The cell or battery pack may be listed as a regulated “battery” item; the complete power bank or a bundled mains charger may have additional or different requirements depending on its product classification. Do not infer the complete product route from the battery’s listing alone.
Safety Korea’s public record for the Belkin BoostCharge Power Bank 20K PD, model BPB014, identifies the product item as “battery” and the legal category as “Safety Confirmation electrical appliance.” This is a concrete example, not a blanket ruling for all power banks. The classification must be confirmed for the proposed model and supply configuration.
KC Conformity Routes: Keep the Categories Distinct
Safety Certification (안전인증)
This is a distinct route for product items designated for Safety Certification. It can involve the prescribed testing and factory or follow-up controls for that category. Do not state that all power banks automatically enter this route or budget for factory inspection unless the product’s applicable category requires it.
Safety Confirmation (안전확인)
For items designated as Safety Confirmation products, the prescribed safety testing and confirmation/reporting steps apply before supply. Safety Korea’s power-bank battery records provide examples of this category. Confirm whether the exact battery and finished-product items fall within it, and which model boundaries, reports and declarations are required.
Supplier’s Declaration of Conformity (공급자적합성확인)
This is a separate statutory category for products assigned to that route. It should not be described as a generic “self-regulatory” alternative or selected simply because it appears faster. The product schedule determines the route.
For all routes, verify the current Korean safety-management schedules and the item-specific requirements with the designated testing/certification body or responsible Korean authority before freezing the design or label.
KC 62133-2: Technical Standard, Not a Standalone Certificate
KC 62133-2 is Korea’s safety standard for portable sealed secondary lithium cells and batteries. It defines technical safety requirements; it does not, by itself, tell the manufacturer which legal conformity category applies, nor does a test report alone establish that every market-access step is complete. Confirm the edition, scope, test sample configuration, model-family rules and applicable statutory procedure.
EMC, Radio and Wireless Functions
RRA conformity assessment is separate from the KC electrical product-safety route. The Radio Waves Act framework distinguishes conformity certification, registration of compatibility and interim conformity for equipment within scope. Assess the exact radio/broadcasting/communications functionality and product classification against current RRA rules.
Do not state that every wired power bank automatically requires the same EMC approval, or that every Qi charging feature automatically follows a radio-transmitter route. Bluetooth, Wi-Fi or other intentional radio functions require a configuration-specific RRA assessment; wireless power transfer should be checked against the applicable equipment definitions and technical requirements.
Transport Is a Separate Compliance Layer
UN 38.3 concerns lithium-battery transport testing and associated test-summary evidence. It is not a KC product certification and does not replace Korean product-safety assessment. Shipment planning should separately address the applicable battery classification, packaging, marks, documents and carrier requirements for the chosen transport mode.
Marking, Korean Importer and Evidence
Do not use one generic marking rule for all KC categories. The required KC mark, identification or reporting number, Korean-language information and responsible supplier details depend on the selected statutory route and product item. Confirm whether marking applies to the battery, finished product, packaging or instructions, and ensure the approved model and production configuration match the submitted evidence.

2026 Regulatory Watch: KATS Notice 2026-248
On 26 August 2026, KATS published Notice 2026-248 as a proposed amendment to the Safety Management Operating Guidelines and KC 62133-2. The official notice summary says the draft would add a safety-standard application for the product item “battery” in Schedule 25 and clarify the scope, terminology, definitions and some marking provisions of KC 62133-2. The public-comment deadline stated in the notice was 16 September 2026.
This was a proposal, not proof that a new requirement is already in force. The notice concerns scheduled safety-standard application and KC 62133-2; it should not be paraphrased as a universal new “KC 62368-1 certification for every power bank.” Check the final promulgated text, item mapping, transition provisions and effective date before applying any draft change to a specific product.
Common Buyer Mistakes
- Assuming “power bank” is a complete legal product classification.
- Calling every KC route “Safety Certification,” or confusing Safety Confirmation with Supplier’s Declaration of Conformity.
- Treating KC 62133-2 as a certificate rather than a technical safety standard.
- Assuming the battery’s Safety Korea record automatically classifies the finished product and every bundled accessory.
- Calling UN 38.3 a product certificate or a substitute for market-access evidence.
- Turning the 2026 draft into a blanket requirement without confirming the final schedule and the exact item scope.
